FMELL Board of Director Roles

Fife Milton Edgewood Little League is a member of Little League International and Washington State District 10.

The local league Board of Directors, elected from and by the adult members of the league, is responsible for the day-to-day operations of the league within the rules, regulations and policies of Little League. This board does not have the authority to alter, suspend or change any of the rules, regulations or policies of Little League.

However, wide latitude is given to this board in many areas of operation so that the local needs of the community may be met. For instance, the local league board of directors is entirely responsible for choosing a method for selection of Tournament Teams (or "All Stars").

Annually, the regular membership of each Little League is required to meet and elect the board of directors. Following the election, the board of directors meets to elect its officers from within the newly elected board. The officers required are: president, vice president, secretary, treasurer, player agent, and safety officer and coaching coordinator (Information officer recommended but not required).

The board may adopt such rules and regulations for the conduct of its meetings and the management of the league as it may deem proper. The board has the power to discipline, suspend or remove any director or officer or committee member of the league, subject to provisions of the local league constitution.

Members of the local league board of directors, particularly the officers, should not be involved as members of other boards when such membership may cause a conflict of interest.


President - The President shall conduct the affairs of the Local League, preside over Board members, attend District meetings and report to the Board, and oversee compliance with the rules, policies and/or procedures of Little League Baseball, the Local League, and district and/or state tournaments. The President shall investigate all complaints, irregularities, and conduct detrimental to the successful operation of the Local League, its primary objective and its skills-based program.

The President shall oversee the draft of players, with the Player Agent and respective Vice President. The President shall assure that player eligibility has been established prior to tryout, and prior to tournament play. The President shall be the sole speaking agent for the Local League. No other Board Member or officer may speak on behalf of the Local League, unless so delegated by the President.

The President shall take recommendations from each respective Vice President, with input from the respective Directors, for a Board vote on all managers and coaches.

The President shall be responsible for the publicity of the Local League.

The President shall procure signed agreements for field usage, concession stand usage, and any other agreement local government or school district that is proper and necessary for the Local League.


Vice President - The Vice President of Baseball shall have oversight of all divisions of Baseball, answerable only to the President and the Board. The Vice President of Softball shall have oversight of all divisions of Softball, answerable only to the President and the Board. Each Vice President shall organize the evaluators for the retrospective draft, organize and oversee clinics for managers, coaches and for players. In the event that the President is unable to attend meetings, or becomes disabled, the Vice Presidents are authorized to act with full authority of the President.


Secretary - The Secretary shall be responsible for the recording of the activities of the Local League, including taking and keeping the minutes of Board meetings, creating and keeping a roll of voting and non-voting members, providing notice to Board members, officers and voting members of meetings and such other duties that are customarily incident to the office of Secretary or are assigned by the President or Board.


Treasurer - The Treasurer shall be responsible for the receipt and disbursement of all monies of the Local League, to report on the current financial status of the Local League at each meeting of the Board, to keep accurate records of all vouchers received and checks drawn on any and all accounts of the Local League. The Treasurer shall maintain the Local League's Charter, insurance and filing with the State of Washington and the IRS.


Player Agent - The Player Agent shall oversee the player selection process, conduct the draft of all Baseball or Softball players, assist the President with eligibility determinations for regular season and tournament play, develop and maintain a roster of all players and team assignments, record all player transactions and notify Little League Headquarters of such transactions and perform such duties as may be assigned by the President or the Board.


Safety Officer - The Safety Officer shall be responsible for oversight of the safety of all players of the Local League, including monitoring all equipment for being in safe condition, maintaining sufficient first aid items within all field boxes, receiving all reports of injury and handling all accident insurance forms, informing all managers and coaches on safety issues, and verify that all first aid or safety requirements are being followed by managers, coaches, umpires and players. A Safety Plan is to be submitted to District 10 in a timely manner.


Web Master - The Web Master shall be responsible for creating and maintaining the website for the Local League.


Parent Coordinator - The Parent Coordinator shall be responsible for overseeing the Team Parents for the teams of the Local League, making sure all information from the Board or President is distributed to the Team Parents for distribution to all parents of all players of the Local League. The Parent Coordinator shall be responsible for organizing meetings of the Team Parents to discuss their concerns, discuss fund raising possibilities for the Local League, to enlist involvement with operating a concession stand during the regular or tournament season, and to report to the President or Board regarding any concerns or issues raised by the Team Parents.


Field Scheduler - The Field Scheduler shall be responsible for scheduling all games and practices of all teams of the Local League, using the fields available to the Local League.


Equipment Manager - The Equipment Manager shall be responsible for the purchase, allocation and storage of all equipment of the Local League, including accounting for the whereabouts of all equipment. The Equipment Manager shall present an annual accounting of the equipment to the Board of Directors each November, along with a projection for equipment needed and cost for such new equipment. No equipment may be purchased without the approval of the President or Board of Directors.


Field Manager - The Field Manager shall be responsible for maintaining the condition of all fields utilized by the Local League. The Field Manager shall organize work crews when deemed necessary, and organize parents to prepare fields for play during scheduled games. The Field Manager shall evaluate fields for any major improvement need and present a proposal to the Board as to the improvement and cost of improvement. No materials may be purchased without the approval of the President or Board of Directors.


Uniform Manager - The Uniform Manager shall be responsible for the purchase, allocation and storage of all uniforms of the Local League, including accounting for the whereabouts of all uniforms. The Uniform Manager shall present an annual accounting additional and/or replacement uniforms needed and costs for such new uniforms. The Uniform Manager also shall present a projection and projected cost for tournament uniforms. No uniforms may be purchased without the approval of the President or Board of Directors.


Division Directors - Each division of Baseball and Softball within the Local League should have a Director. Each division director shall have oversight of all managers and coaches within the respective division, including conducting periodic meetings to discuss and resolve concerns within that level, assure compliance with local rules, Little League Baseball Inc. rules and procedures, the primary objective of the Local League, the skills-based program and the safe operation of the division. Each division director shall conduct clinics, or find someone to conduct clinics, to educate and improve managers and coaches in teaching skills to children. All Baseball division directors are answerable to the Vice President of Baseball. All Softball division directors are answerable to the Vice President of Softball. Any and all need for possible disciplinary action shall be brought to the attention of the President, through the respective Vice President.


Umpire-in-Chief - The Umpire-in-Chief shall be responsible for providing Training Clinics for all volunteer umpires. The Umpire-in-Chief shall conduct clinics for volunteer umpires prior to the start of the regular season and as necessary during the season to further train volunteer umpires.


Umpire Scheduler - The Umpire Scheduler shall be responsible for maintaining a roster of all umpires available for Local League games and assign umpires to games in all divisions of AA and above in Baseball, and Minor A and above in Softball. The umpires will be scheduled to a particular division of Baseball and Softball at the discretion of the Umpire Scheduler.


Sponsor Agent - The Sponsor Agent shall be responsible for soliciting sponsors for the various teams within the Local League, soliciting tournament sponsors, and soliciting general contributors to the Local League.
